Here are some more information for Harmonic Balancer Underdrive:

i installed an underdrive pulley on my 93 lt1, and my harmonic balancer has started to shake. Why?

ran it for a couple of months and it has recently started shaking when car idles, could that be problem for starter constantly breaking

Now did you take the damper off, and then install the underdrive pulley onto the hub, and not put the damper back on? If so, that's not good on your car. You're supposed to put the underdrive pulley on (unless it has a built in damper), then the stock damper.

As for breaking starters, could be number of things. Junk starters, improperly shimmed (most LT1s don't require shimming), etc.
