No Intention' Of Capping Emissions

However, China will spare no effort to adopt proactive measures to fight the negative effects caused by global warming and achieve the country's ambitious goal of cutting carbon intensity per GDP unit by 40 to 45 percent by 2020, a voluntary target China pledged last November, he said.
"The targets for carbon intensity reduction will be included in the 12th and 13th five-year plans (2011-15; 2016-20) as a binding index," he said.
The targets remain a very challenging task for China, as its secondary industry comprises a large part of the country's industrial structure, said Ma Zhong, a professor at the Renmin University of China.
The secondary industry accounted for 46.8 percent of China's 2009 general domestic income, official statistics showed.
Carbon emissions caused by manufacturing sectors account for about two-thirds of total emissions in developing countries, while emissions of the service sector have the same ratio in developed countries, aion kina researchers have said.
"Both developed and developing countries are facing heavy costs in efforts of cutting emissions. Developed countries are striving to sustain their vested interests while developing countries are seeking the rights for development," said Pan Jiahua, a senior researcher with the Chinese Academy of Social Sciences.
Developing countries will lose their future edge in terms of development speed, scale and level if they have no space for emissions, Pan said.

1. I'm level 8... is that too low to try to do the GNR quest for Three Dog?? (haha I'm scared) I'm a little low on stimpaks... I have lots of nuka cola though. But 0 caps (because I just spent it on ammo)... Should I wait until I get some more money to buy lots of stimpaks?
2. The Broken Steel add on... do I have to wait until I'm done with the game to get it? Because I kindaa want the Puppies! perk because I am so so so sick of having to quit my game whenever Dogmeat dies. So I'd love to add Broken Steel now but I haven't finished the main storyline yet so I'm not sure how that will work.

I've already done most of the super-easy quests ... as of now the only ones I have are Those! (which I'm partly done with but I hate those ants) and Head Of State (for the runaway slaves)
1. You should be ok, just don't rush in and get swarmed by Super Mutants. When you get to the radio station, there is a dead paladin on the fountain, he has a Fat Man on him (nuke launcher) use this on the extremely large baddie that will attack you when you get there
2. The quests in Broken Steel are only available after the main story line, and the Puppies! perk is only available at 22 (from what I recall) so its no big deal to wait. As far as adding other followers, you can have Dogmeat AND another follower, I run around with Dogmeat and Fawkes (he is so badass). I took Puppies! when I was level 24 or so, since I really like having him along and also hate having to restart. For now, you can leave him at your house (if you have one in Megaton or Tenpenny Towers) or have him wait at 101 and just let him follow you around for fun or easier missions.
There is also nothing wrong with doing some of the optional side quests (Moira's book, Blood Ties, etc) to boost your level and earn some more caps. Plus you will get the achievements for them, and it will get you some good weapons/ammo/gear. Either way, have lots of fun, this game is incredible
